Legislative changes in Bulgaria regarding the dune camp

“The Council of Ministers of Bulgaria approved the draft for amendment to the Law on the Structure of the Black Sea Coast and the amendments will be submitted to the parliament, the Ministry of Tourism of Bulgaria announced.

Despite many negative opinions from Bulgarians and civil organizations, the document was adopted without any specific amendments and is due to be voted in parliament. One of the most critically acclaimed texts is the prohibition in Art. 17a for the installation of beach accessories (beach towels, umbrellas, etc.) and tents, as well as the passage, parking and stay of vehicles, caravans and trailers on dunes falling within Zone A, Zone B or in urbanized areas after the boundaries of zone A.

Penalties for violation of the above prohibition are also envisaged. They are fine from 250 to 500 eur per phisical person for placing beach accessories and tents on dunes and a fine from 500 to 1500 eur per phisical person for passage, or parking a road vehicle on dunes.

The draft law also includes sanctions for beach operators if they do not provide equivalent access for free placement of beach accessories by visitors as well as sanctions for a person who, in violation of the law, limits the right of citizens to free and free access to the sea beaches.”
